What We Do

Ethiopian Capital Market Authority is established by Capital Market Proclamation No 1248/2021 as an autonomous Federal Regulatory Authority. One of the major objectives of ECMA is to ensure the existence of a capital market environment in which securities can be issued and traded in an orderly, fair, and efficient manner. ECMA, as a regulatory authority, grants licenses to any person to operate as a security exchange, derivative exchange, security depository and clearing company, capital market service provider, over-the-counter trading facility, or any other activity deemed by ECMA as a regulated activity under its jurisdiction. ECMA regulates and oversees trading in primary and secondary markets of securities, the use of electronic trading platforms that deal with securities and gives recognition and oversees the activities of self-regulatory organizations.

Specific Duties and Responsibilities:

The job holder is responsible for designing, developing, integrating, deploying, maintaining, and improving enterprise systems that support ECMA’s business operations. The role leads technical solution development across enterprise applications, ensures system reliability, scalability, security, interoperability, and performance, and provides technical guidance to developers and stakeholders in line with approved IT standards, architecture principles, and organizational procedures.

• Lead the analysis, design, development, configuration, integration, testing, deployment, and maintenance of enterprise systems that meet business, operational, and technical requirements.
• Work with business stakeholders, process owners, product owners, vendors, and IT teams to gather requirements, assess system needs, and translate business processes into scalable technical solutions.
• Design and develop enterprise application components, workflows, databases, APIs, integrations, reports, and interfaces using approved technologies, frameworks, and development standards.
• Ensure enterprise systems are reliable, secure, scalable, interoperable, maintainable, and aligned with organizational architecture, data protection, and information security requirements.
• Review, refactor, and optimize code, integrations, database objects, and system configurations to improve performance, usability, maintainability, and service continuity.
• Provide technical guidance, mentoring, code review, and problem-solving support to developers, system administrators, and support teams.
• Plan and support system testing, integration testing, user acceptance testing, release management, deployment, version control, and change management activities.
• Troubleshoot complex enterprise system issues, provide advanced technical support, perform root-cause analysis, and coordinate resolution with internal teams or external vendors where required.
• Prepare and maintain technical documentation, including system design documents, integration specifications, API documentation, configuration records, user guides, support notes, and change records.
• Monitor enterprise system performance, availability, data quality, and integration health, and recommend improvements to enhance operational efficiency and business value.
• Research, evaluate, and recommend relevant technologies, tools, automation opportunities, and development practices that improve enterprise system delivery and sustainability.
• Perform other related duties and assigned tasks as directed by the supervisor, in support of the department’s objectives.

Bachelor’s degree or above in Information Technology, Software Engineering, Computer Science, Information Science, or a field related to the job function from an accredited or recognized learning institution.

Minimum of 4 years of relevant experience in enterprise system development, software engineering, application integration, database development, systems analysis, or a related IT role.

Professional Qualifications / Membership to professional bodies

Relevant training or certification in enterprise application development, systems integration, database management, software architecture, secure coding, cloud technologies, DevOps, IT service management, or project delivery is desirable.
