Activity Overview

Sustaining Lifesaving HIV/AIDS and Health Security Activities Through Integrated Country-Led Intervention: Ethiopia Transition Award is U.S. Department of State (DoS)-funded Transition Activity in Ethiopia that focuses on triple elimination of HIV/Syphilis/Hepatitis B and integration with health security activities. This project focuses on driving local ownership to sustain HIV epidemic control, accelerating the Federal Ministry of Health's (MOH) Triple Elimination framework (preventing vertical transmission of HIV, Syphilis, and Hepatitis B), and integrating these services into Ethiopia's overarching health security and pandemic preparedness infrastructure.

Job Summary

The Digital Health Advisor provides strategic and technical leadership for the organization's digital health and digital M&E agenda, with a particular focus on strengthening interoperability, aligning existing organizational platforms with government digital health systems, harmonizing digital M&E approaches, and supporting the transition and scale-up of sustainable government-owned systems.

The position will provide technical leadership for the continued improvement and transition of the Unified Data System (UDS) and its integration with government and national health information platforms, including eCHIS, PHEM, DHIS2, EMRs, and other relevant systems.

The Advisor will also lead efforts to standardize and harmonize digital M&E tools, workflows, data structures, reporting templates, and dashboards across different organizational thematic areas, while supporting government efforts to digitize and scale community-based disease surveillance. The position will further explore and guide the responsible integration of AI, advanced analytics, and automation into digital health and M&E systems.

Key Responsibilities

Digital Health Strategy, Alignment, and Transition

• Provide strategic and technical leadership for the organization's digital health transformation agenda.
• Lead efforts to align existing organizational digital platforms and systems with government digital health architecture, standards, platforms, and priorities.
• Develop and support transition strategies that enable organizational systems and solutions to progressively integrate with, strengthen, and transition to sustainable government platforms where appropriate.
• Ensure digital health investments are interoperable, scalable, sustainable, and aligned with national digital health strategies and architectures.
• Support the design and integration of digital workflows for community-level disease/event reporting, notification, referral, investigation, and response.
• Collaborate with government institutions and technical partners to strengthen interoperability between community-level systems and PHEM and other national surveillance platforms
• Identify opportunities to leverage digital technologies, analytics, and AI to improve early detection, data quality and response to public health threats.

UDS Improvement, Interoperability and Transition

• Provide strategic and technical leadership for the continued improvement, maintenance, integration, and transition of the Unified Data System (UDS).
• Lead the alignment of UDS data structures, workflows, reporting requirements, and interoperability mechanisms with relevant government systems.
• Oversee development and implementation of APIs, data exchange mechanisms, data pipelines, and other interoperability solutions.
• Identify opportunities to transition appropriate UDS functionality, data flows, and reporting processes into government-owned platforms.
• Provide technical support and trouble shooting for local implementing partners, health facility staff and other users in all aspects of UDS/CommCare and eCHIS as appropriate.

Digital M&E Standardization and Harmonization

• Lead the standardization and harmonization of digital M&E tools, workflows, data elements, indicators, reporting templates, and dashboards across organizational thematic areas and programs.
• Identify duplication and fragmentation across existing digital M&E solutions and develop approaches for consolidation and harmonization.
• Promote common data definitions, indicator frameworks, reporting structures, and digital workflows across programs.
• Work closely with M&E and program teams to ensure digital tools reflect standardized organizational and government reporting requirements.
• Support the development of reusable digital M&E components and approaches that can be applied across different thematic areas.

Reporting, Dashboards, and Government Integration

• Lead efforts to integrate organizational reporting tools, dashboards and data products with government information systems.
• Ensure program reporting and analytics solutions are designed to support government reporting requirements and national information flows.
• Support development of interoperable dashboards and reporting mechanisms that allow appropriate information to be shared with government platforms.
• Promote use of common indicators, data standards, and reporting structures across organizational and government systems.

AI, Analytics, and Digital Innovation

• Identify opportunities to responsibly integrate AI, advanced analytics, and automation into digital health and M&E platforms.
• Guide the application of AI for data quality improvement, surveillance, predictive analytics, automated reporting, natural-language data queries, and decision support.
• Ensure AI solutions are implemented with appropriate attention to data privacy, security, governance, ethics, and responsible use.

Technical Leadership and Capacity Building

• Provide technical leadership and mentorship to digital health, M&E, and program teams.
• Build capacity of staff, government counterparts, and implementing partners in digital health, interoperability, digital M&E, data standards, and emerging technologies.
• Support development of technical specifications, implementation plans, SOPs, technical proposals, and other documentation.
• Represent the organization in government technical working groups, digital health forums, interoperability initiatives, and partner coordination mechanisms.
• Perform all other duties assigned by immediate supervisor or the Senior Management team member

• Higher level university degree is requirement (MSc) in Health Informatics, Computer Science, Software engineering, Information Systems, or a related field.
• Professional work experience of over 8 years in the field relevant for the position At least 3 years of higher level technical or programmatic oversight and supervision responsibility
• Demonstrated experience leading digital health transformation, interoperability, health information exchange, or large-scale data system initiatives.
• Strong experience working with government health information systems and/or national digital health programs.
• Experience with platforms such as eCHIS, PHEM, DHIS2, CommCare, EMRs is highly desirable.
• Demonstrated experience developing or implementing interoperability solutions, APIs, data pipelines, data standards, and system integration.
• Experience with AI, advanced analytics, automation, or AI-enabled health information systems is an advantage.
• Strong understanding of health data governance, privacy, security, interoperability standards, and responsible use of data.
• Strong stakeholder engagement, communication, technical leadership, and problem-solving skills.
