Activity Overview

Sustaining Lifesaving HIV/AIDS and Health Security Activities Through Integrated Country-Led Intervention: Ethiopia Transition Award is U.S. Department of State (DoS)-funded Transition Activity in Ethiopia that focuses on triple elimination of HIV/Syphilis/Hepatitis B and integration with health security activities. This project focuses on driving local ownership to sustain HIV epidemic control, accelerating the Federal Ministry of Health's (MOH) Triple Elimination framework (preventing vertical transmission of HIV, Syphilis, and Hepatitis B), and integrating these services into Ethiopia's overarching health security and pandemic preparedness infrastructure.

Job Summery

The Digital Health Specialist is responsible for providing technical support in the design, implementation, integration, and monitoring of digital health systems and solutions that support Project HOPE Ethiopia’s health programs. The position works with program teams, government institutions, partners, and other stakeholders to promote the effective use of digital health technologies, including eHealth and mHealth platforms. The Specialist supports alignment and interoperability of Project HOPE’s digital health systems with national health information systems and relevant government platforms, provides technical guidance on digital health solutions, and contributes to strengthening the use of technology and data to improve health program implementation, monitoring, and service delivery.

Key Responsibility

Digital Health Systems and UDS

• Support the day-to-day maintenance, troubleshooting, and continuous improvement of the Unified Data System (UDS).
• Support the alignment of UDS workflows, data structures, indicators, and reporting processes with government systems and standards.
• Assist with UDS integration and transition activities, including data migration, system mapping, API integration, and interoperability testing.
• Monitor system performance and data quality and support resolution of technical issues.
• Provide technical support and documentation for users and program teams.

Interoperability and Government System Integration

• Support integration between organizational digital health platforms and government systems such as eCHIS, PHEM, DHIS2, EMRs, and other relevant platforms.
• Assist with API development, configuration, testing, data mapping, and troubleshooting.
• Support data exchange and synchronization between organizational and government platforms.
• Participate in technical assessments and system-mapping exercises to identify interoperability gaps and opportunities.
• Support transition of appropriate digital tools and workflows from organizational systems to government platforms.
• Support government and program teams in the digitization and scale-up of community-based disease surveillance.
• Assist with development, testing, and deployment of digital workflows for community-level disease/event reporting and notification.
• Support integration of community surveillance data with PHEM and other government surveillance platforms.
• Monitor data flows and support troubleshooting of reporting and synchronization issues.

Digital M&E Harmonization

• Support the standardization and harmonization of digital M&E tools, templates, indicators, workflows, and reporting structures across different thematic areas.
• Document existing digital M&E tools and identify overlaps, gaps, and opportunities for consolidation.
• Work with M&E and program teams to implement standardized digital forms, data structures, and reporting templates.
• Support development and maintenance of common digital M&E components and reusable templates.
• Help ensure organizational digital reporting is aligned with government reporting requirements.

Reporting, Dashboards, and Data Integration

• Support integration of organizational dashboards, reporting tools, and analytics platforms with government systems.
• Develop and maintain reports, dashboards, and data products based on standardized indicators and reporting requirements.
• Support automated data pipelines and reporting processes.
• Conduct routine data quality checks and assist in resolving inconsistencies between organizational and government data systems.

AI and Digital Innovation

• Support implementation and testing of AI, analytics, and automation solutions within digital health and M&E platforms.
• Assist with AI-enabled applications such as automated reporting, data quality checks, natural-language data queries, predictive analytics, and workflow automation.
• Support monitoring and evaluation of AI-enabled tools for accuracy, usefulness, and reliability.
• Assist with documentation and responsible implementation of AI solutions.

Technical Support and Capacity Building

• Provide technical support to digital health and M&E system users.
• Develop user guides, SOPs, system documentation, and technical specifications.
• Support training and orientation of staff, government counterparts, and partners.
• Work collaboratively with government institutions, program teams, M&E and partners.
• Perform all other duties assigned by immediate supervisor or the Senior Management team member

• MSc degree or above in Computer Science, Software Engineering, Information Systems, Health Informatics, or a related field.
• Professional work experience of over 8 years in the field relevant for the position in digital health, information systems, software development, data management, M&E systems, or related areas.
• Experience working with digital health, mHealth, M&E, or health information systems.
• Basic understanding of APIs, interoperability, databases, data standards, and health information exchange.
• Exposure to AI, data analytics, automation, or AI-enabled digital health solutions is desirable.
• Strong analytical, troubleshooting, communication, coordination, and teamwork skills.
