Background

We are looking for a highly experienced Senior technical advisor Full-Stack Engineer / Technical Lead to take end-to-end technical ownership of the development of a National Health Data Repository System.

The platform will provide a secure, centralized repository for research papers, reports, datasets, and other organizational documents, with advanced document management, search, access control, approval workflows, collaboration, and audit capabilities.

This is a hands-on senior engineering role. The successful candidate will be expected to contribute across architecture, backend, frontend, database, security, while maintaining high standards for software quality and maintainability.

Key Responsibilities

  • Work as a senior Full-Stack Engineer / Technical Lead
  • Lead the technical design and architecture of the platform.
  • Develop the core backend and business logic.
  • Build the web-based frontend and integrate it with backend APIs.
  • Design and implement the database, document storage, search, access-control, workflow, notification, and audit components.
  • Implement secure authentication and authorization and integrate with organizational identity infrastructure.
  • Establish automated testing, CI/CD, and containerization.
  • Ensure the system is scalable, secure, maintainable, and production-ready.
  • Produce technical documentation and conduct knowledge transfer to the organization's technical team.

Technical Requirements

Critical – Strong Java Expertise

Strong, recent, hands-on experience with Java and Spring Boot is a mandatory requirement. The backend is a substantial part of the system, and candidates without strong professional Java/Spring Boot experience will not be considered.

The ideal candidate should have strong experience with:

  • Java 21 and Spring Boot 3.x
  • Designing enterprise-grade backend systems and RESTful APIs
  • Modern frontend development using React or Vue.js
  • PostgreSQL and relational database design
  • OAuth2, JWT, RBAC, and application security
  • OpenSearch/Elasticsearch or equivalent search technologies
  • Object storage such as MinIO/S3
  • Docker and Kubernetes
  • CI/CD, automated testing, monitoring, and production deployment
  • Messaging/caching technologies such as RabbitMQ and Redis
  • Database migrations using Flyway, Liquibase, or equivalent
  • Modular architecture and Domain-Driven Design (DDD) principles

The expected architecture is a modular monolith, designed with clear module boundaries so that components can evolve into microservices when appropriate. The target technology stack is entirely open-source.

Experience with document management systems, workflow engines, full-text search, AI/ML integration, vector search, or health information systems is an advantage.

Requirements

  • 10+ years of professional software engineering experience
  • BSc or above in Computer Science, Electrical/Computer Engineering, Software Engineering, or a related field.
  • Proven experience delivering production-grade enterprise applications
  • Strong professional experience with Java/Spring Boot
  • Demonstrated full-stack development experience
  • Experience taking a system from architecture and development through testing and production deployment
  • Strong understanding of software security, scalability, reliability, and performance
  • Ability to work independently and take ownership of major technical decisions
  • Strong communication, problem-solving, and technical leadership skills

This is an opportunity to take end-to-end ownership of a meaningful national-scale health data platform, working across modern open-source technologies and solving challenging problems in document management, security, search, workflows, and data infrastructure.

The project has an initial 6 (six) month implementation period, with the expectation that the successful engineer will play a central role throughout the development lifecycle.
