Position Summary
As the Senior Tender & Government Partnership Officer, you will serve as the strategic bridge between AIT Technology and public sector entities, ministries, state-owned enterprises, and development partners. You will be responsible for identifying public sector procurement opportunities, cultivating long-term institutional relationships, and managing the end-to-end preparation, submission, and defense of complex technical and financial proposals (RFPs, RFIs, RFQs).
Key Responsibilities
1. Public Sector Relationship & Partnership Building
Act as the primary liaison between AIT Technology and government ministries, regional bureaus, public agencies, and municipal institutions.
Build and maintain strong institutional partnerships to position AIT Technology as a preferred digital transformation, BPO, and IT solution provider.
Engage in pre-tender intelligence gathering, monitoring government procurement portals, public notices, and institutional roadmaps to identify upcoming projects early.
2. End-to-End Tender & Proposal Management
Lead the end-to-end tender lifecycle: opportunity evaluation, bid compliance analysis, document preparation, pricing strategies, technical proposal writing, and final submission.
Coordinate with internal technical teams (software engineers, ERP specialists, BPO operational leads, and finance) to build compliant, compelling, and competitive bid packages.
Ensure 100% adherence to public procurement rules, legal frameworks, eligibility criteria, bid bonds, and technical submission requirements.
Lead post-tender follow-ups, contract negotiation meetings, and technical presentations before government evaluation committees.
3. Reporting & Alignment with Leadership
Reporting to Marketing & Sales Lead Manager: Deliver weekly tracking reports on tender submissions, success/win rates, upcoming bids, compliance checks, and operational pipelines.
Reporting to CMO: Align public sector engagement strategies with AIT's overarching brand positioning; present quarterly insights on public policy trends, government budget allocations, and high-value strategic alliances.
Qualifications & Key Requirements
Education: Bachelor’s Degree in Law, Business Administration, Public Administration, Marketing, Economics, Information Technology, or a related field.
Experience: 5+ years of direct experience managing government tenders, public sector sales, or institutional partnerships—specifically within the IT, software, telecom, or BPO sectors in Ethiopia.
Skills & Competencies:
Deep working knowledge of Ethiopian Public Procurement Directive, federal/regional procurement procedures, and NGO bidding frameworks.
Proven track record of winning and executing high-value public sector RFPs, RFQs, and government IT contracts.
Strong understanding of tech products (ERP, enterprise software, SaaS, BPO, and Call Center infrastructure).
Exceptional technical writing, bid compilation, presentation, and negotiation skills.
High level of attention to detail and ability to meet strict submission deadlines under pressure
